
Togo Launches AfDB-Backed Governance Project to Control Wage Bill
Togo’s Ministry of Finance and Budget and the National School of Administration (ENA) launched a training program under the Governance and Private Sector Development Support Project (PAGDSP) on Monday, October 5, 2026. The CFAF 8.5 billion project includes 40 training sessions for more than 2,000 participants from 20 public institutions, according to the ministry. It is financed by the African Development Fund (ADF), the concessional financing arm of the African Development Bank Group. AfDB records show the financing consists of a UA 2.5 million grant and a UA 8 million loan. The program aims to strengthen domestic and external resource mobilization, improve resource allocation, reinforce controls over public spending, expand gender-responsive budgeting and support private sector development. First Session Focuses on Payroll Control The first session focuses on payroll control and wage bill management. It brings together 90 officials from the National Directorate of Financial Control (DNCF), divided into three groups of 30 for five days of training each. The training is designed to strengthen their ability to analyze payroll data, detect irregularities and develop indicators to monitor personnel spending. “The PAGDSP was designed to help improve people’s living conditions by creating conditions conducive to implementing the 2020-2025 government roadmap and the new 2026-2031 roadmap for strong, sustainable and inclusive growth,” National Director of Financial Control Akakpo Iy
