He highlighted that the proliferation of internet access and advancements in artificial intelligence have introduced new complexities to counter-terrorism efforts, providing extremist groups with novel methods to reach potential recruits. This digital landscape allows children to access unregulated content online, creating an accessible pathway for terrorists to engage with them directly.

The changing operational tactics of terrorist groups mean that security agencies alone are insufficient to prevent radicalization. Namanya Apollo stressed that counter-terrorism initiatives must originate at the family and community levels, with parents playing an indispensable role in shielding children from extremist ideologies. He called for enhanced community vigilance and active cooperation with security agencies to identify and report any suspicious activities.

Economic vulnerability is identified as a critical factor that can render young people more susceptible to terrorist recruitment, particularly when extremist groups offer financial inducements. To counteract this, parents are advised to assist their children in developing legitimate sources of income, thereby reducing their reliance on the deceptive promises made by these groups. Equipping young people with practical skills that enable them to earn a living is seen as a crucial preventative measure against radicalization.

Notable among these are the Lord's Resistance Army (LRA), led by Joseph Kony, and the Allied Democratic Forces (ADF). The LRA insurgency was characterized by widespread atrocities, including mass killings, mutilations, and the abduction of children, leaving a lasting impact on the nation.

The ADF, which originated in Uganda, continues to pose a significant regional security threat, primarily operating from eastern Democratic Republic of Congo.
