Uganda OPM: Local Government Performance Improves to 67.2 Percent

The overall performance of Local Governments improved from 61.26% in the 2023/24 financial year to 67.22% in FY2024/25, according to an assessment by the Office of the Prime Minister (OPM). The findings were presented during the ongoing Local Government Budget Consultations for the 2027/28 financial year, where government officials are reviewing performance and identifying areas requiring further intervention. The assessment is intended to strengthen government systems and procedures, promote accountability and effective resource management, improve service delivery and support evidence-based decision-making. Local Governments were assessed across key service delivery areas, including infrastructure, education, health, water and sanitation, micro-scale irrigation and production services. The assessment also covered supporting functions such as planning and budgeting, procurement, transparency, human resource management and financial management. Health performance stood at 66.47%, while education scored 65.98%. Micro-scale irrigation recorded 66.08%, with infrastructure registering the lowest score among the listed service delivery areas at 60.24%. The OPM said infrastructure projects are assessed not only on whether they have been completed, but also on their usability and quality, including whether facilities are functional, accessible and free from visible defects. Despite the improvement in overall performance, the assessment identified areas that still require attention, particularly human resource management, project preparation and timely procurement. The OPM has urged Local Governments to begin procurement processes early in the financial year to minimise delays in project implementation and ensure services are delivered within the planned timelines. The assessment results are expected to guide government monitoring, evaluation and resource allocation by identifying areas where performance needs to improve and informing interventions aimed at strengthening service delivery at the local level.
