Togo Government Reports 68.4% Reform Implementation Rate

Togo had achieved an average reform implementation rate of 68.4% by the end of June 2026, while the budget execution rate stood at 63.3%, according to a progress report presented on August 28 during a national review organized by the Ministry of Finance and Budget. The review covers implementation of the 2026 Annual Work Plan and Budget and is intended to identify bottlenecks and make adjustments before the end of the year. Reforms Across Several Sectors The government reported progress in financial governance, agricultural land tenure, digital development, business support, decentralization and environmental policy. Among the measures highlighted for the private sector was the rollout of the Agency for the Development of Micro, Small and Medium-Sized Enterprises, or ADTPME. Approved Management Centers also entered a new expansion phase on September 1, 2026, aimed at strengthening administrative, accounting and tax support for small businesses. Other measures include efforts to strengthen agricultural land-tenure security, expand biometric identification and broaden Cyber Defense Africa’s mandate. New programs supporting micro, small and medium-sized enterprises and women entrepreneurs have also been launched. On the environmental front, key developments include the revision of the framework law and the creation of the National Office for Protected Areas.
