Rwanda FDA: Nationwide Crackdown on Illicit Alcohol Imports

Rwanda's authorities have launched a nationwide operation to seize and destroy ethanol volumes, a key ingredient in substandard alcoholic beverages. The crackdown is part of the government's efforts to address public health concerns related to illicit alcohol production and distribution. Over the past two weeks, more than 140 manufacturing facilities have been shut down due to non-compliance with regulations, and hundreds of alcohol brands have been recalled from the market. Dozens of imported brands have also been suspended, resulting in products worth over Rwf2.6 billion being seized by authorities. Fines totaling nearly Rwf360 million have been imposed as part of this crackdown.

The Rwanda Food and Drugs Authority (Rwanda FDA) revoked all import licenses for neutral spirit (ethanol) on August 1, citing public health concerns. Ethanol is a colourless, highly purified form of alcohol typically used in the production of substandard alcoholic beverages. The ban on importing ethanol into Rwanda has led to a significant disruption in the supply chain for distilleries and breweries that rely on this ingredient. As a result, over 470,000 litres of ethanol have been seized from these facilities and will be disposed of at the Nduba landfill in Gasabo District.

The crackdown on illicit alcohol has had a devastating impact on public health in Rwanda. In the first six months of 2026, at least 50 people died after consuming illegal and substandard alcoholic beverages. Health officials have expressed concern over the rising number of deaths related to illicit alcohol consumption, highlighting the need for stricter regulations and enforcement. The government's efforts to address this issue are a step in the right direction, but more needs to be done to protect citizens from the dangers of substandard alcoholic beverages.
