RPC opinion: impact of Highways (Financing) Bill HTML The Regulatory Policy Committee ( RPC ) gave a ‘green’ rating to the options assessment for the regulatory measures in the Highways (Financing) Bill on 29 January 2026. This means that we considered the assessment to be ‘fit for purpose’ based on our scrutiny of the evidence and analysis supporting the case for why regulation is necessary. Our rating is advisory and does not reflect the merits of the policy itself. Following issue of the RPC ’s opinion, the government published the Highways (Financing) Bill final stage impact assessment dated 6 August 2026. Under the Better Regulation Framework , the Department for Transport is not required to submit this impact assessment to the RPC for further independent scrutiny.
