Prof. Ribadu Unveils Blueprint 2.0 to Drive Comprehensive Reform of Nigerian Universities

The Executive Secretary of the National Universities Commission (NUC), Professor Abdullahi Yusufu Ribadu, FCVSN, has reaffirmed the Commissions commitment to the comprehensive transformation of the Nigerian University System (NUS) through the implementation of Blueprint 2.0 – a strategic policy framework designed to reposition university education for greater quality, relevance and global competitiveness. Professor Ribadu gave the assurance on Tuesday, 7 th July, 2026, in Abuja while receiving the Blueprint 2.0 document from the Policy Development and Advisory Committee (PDAC), describing its completion as a major milestone in the Commissions efforts to revitalise higher education in Nigeria. Expressing satisfaction with the work of the Committee, the Executive Secretary said the document represents one of the most significant achievements of his administration. If I were to leave the NUC today, I would do so with pride because of this document. I am proud of this achievement, he said. Professor Ribadu described Blueprint 2.0 as a forward-looking policy document that captures both the challenges and opportunities within the Nigerian University System, while providing a strategic framework to strengthen governance, improve quality assurance and position Nigerian universities to compete effectively in the global knowledge economy. According to him, the document will serve as a key reference for engagement with government, development partners and other stakeholders, ensuring that the Commissions vision for higher education reform is clearly articulated and effectively implemented. He announced that an implementation committee would be constituted to drive the execution of the Blueprints recommendations, adding that the document would also be published and widely circulated to encourage broader stakeholder engagement and periodic review. The Executive Secretary further assured members of the Committee that implementation of the Blueprint would be continuously monitored across its priority areas to ensure measurable impact on the university system. He commended the members of the Policy Development and Advisory Committee for their dedication, professionalism and commitment, describing their contribution as a valuable service to the nation and the Nigerian University System. We look forward to the support and partnership of all stakeholders as we work towards building a university system that is ideal for the goals of our nation, he added. Earlier, the Chairman of PDAC, Emeritus Professor Olufemi Bamiro, expressed confidence in the Executive Secretarys commitment to implementing the recommendations contained in the document, noting that his resolve had inspired the Committee throughout its assignment. He explained that Blueprint 2.0 , comprising 13 carefully developed chapters prepared by distinguished experts from across the Nigerian University System, presents a comprehensive roadmap for higher education reform. According to Professor Bamiro, the document addresses critical issues including access to university education, curriculum re-engineering, infrastructure modernisation, staffing, graduate employability, research productivity, governance, funding, ICT integration, gender equity and the promotion of innovation for wealth creation. He noted that the Committee also identified several additional priority areas requiring sustained attention, including periodic needs assessment of public universities, establishment of a Nigerian Labour Market Observatory, improved funding for the NUC, long-term financial sustainability for universities, Tertiary Education Trust Fund (TETFund) intervention priorities, internationalisation of Nigerian universities, research and innovation funding, and strengthened governance structures in federal universities.
