Northern Ireland Utility Regulator: Finalizes Firmus Energy Price Control for 2027-2030

Final Determination and proposed licence modifications for the firmus energy (Supply) Limited 2027-2030 price control 30 September 2026 We have published our Final Determination for firmus energy (Supply) Limited’s (FES’) next price control, for the period January 2027 - December 2030. We refer to this price control as SPC27. The Final Determination presents our decisions for the scope, duration, operating cost allowance and profit margin for SPC27. The purpose of SPC27 is to set an efficient level of revenue for FES which they collect through their regulated gas tariffs. In determining the price control allowances, we scrutinised and challenged FES’ business plan submission and reviewed the cost forecasts. We then set out our proposed decisions in a Draft Determination that was published for consultation in June 2026 for an eight-week period. We received two responses to the consultation. The non-confidential versions are available below: Firmus Energy (Supply) Consumer Council for Northern Ireland We have carefully considered the two responses received and conducted further engagement with the company in reaching our Final Determination, which we are now publishing. Over the four-year price control period we have proposed that FES receives an allowance of £25 million in operating costs. We are proposing a margin that is equivalent to 2% of turnover. The allowances provided for within this next price control constitute approximately 11% of a typical domestic customer’s bill (as of the 1 October 2026 tariff rate). We have published a consultation on the proposed licence modifications that will give effect to the decisions in the Final Determination.
